DRDA
DRDA Administration:
The Govt has decided to extend DRDA Adm as per the prescribed guidelines
of GOI. In this regard 5 wings of the Department i.e REW, ACDs offices,
DRDAs, DPAP and DDA Leh/Kargil have been merged. The Finance Deptt has
already conveyed its agreement to the creation of 138 posts of different
category and utilization of 55 posts created for the offices of the ADDCs
cum Project Directors
With the extension of DRDA Adm in the State the State will be gaining Rs
2.60 crores in addition to 193 more posts compared to the allocation being
made by the State Govt under the Revenue Budget move to the above
mentioned Wings of the Rural Development Department
Role and Functions of DRDA Administration:
The role of DRDA in the District as per Government of India guidelines,
inter-alia, provide for :
1. Converting DRDA Administration into specialized and professional agency
capable of manning the anti-poverty programmes on the one hand and to
effectively relate these to the overall poverty alleviation in the
District.
2. To interact effectively with various other agencies and co-ordinate
with the line Departments, PRIs, Banks and other Financial institutions as
well as Technical institutions with a view to gather support and resources
required for poverty reduction effort in the District.
3. To co-ordinate effectively with PRIs with a view to upgrade their
understanding about handling of various programmes facilitating the PRIs
to discharge their duties as a vibrant tool of socio-economic
transformation of village community.
4. To work as facilitator and supporting organization to the Zila
Parishads, providing necessary education and technical support in respect
of different poverty reduction efforts.
5. To oversee the implementation of different anti-poverty programmes of
the Ministry of Rural Development, Govt. of India, in the District without
confusing their role with that of actual implementation for being the sole
prerogative of the PRIs and other institutions.
6. To keep the Zila Parishads, State and Centre duly informed of the
implementation of the programmes through periodic reports.
7. To oversee and ensure that the benefits specially earmarked for certain
target groups (SC/ST, women and disabled) reach out to them quite timely.
8. To take necessary steps to improve awareness regarding Rural
Development and poverty alleviation particularly among rural people by
sensitizing different functionaries in the District about different
aspects of poverty alleviation programmes.
9. To strive to promote dissemination of information about different
poverty alleviation programmes by publishing periodically the details of
different programmes and mode of their implementation together with
displaying the broad features of various activities performed from time to
time at conspicuous places to ensure social auditing of these programmes
by general public.
10. To maintain financial discipline in respect of the funds received from
Govt. of India or the State Government together with ensuring the
maintenance of proper accounts including of the funds allocated to banks
or implementing agencies in accordance with the guidelines of the
different programmes.
11. To ensure quality, equity and efficiency on account of various schemes
being implemented within the District.
12. To implement the programmes other than those belonging to the Ministry
of Rural Development, Govt. of India, being entrusted to the Department
from time to time.
13. To carry out/aid in conducting research/ or evaluation studies that
are initiated by the Centre/States so as to benefit from their outcome in
the matter of conceptualization, formulation, implementation and
evaluation of programmes from time to time.
14. Taking steps for convergence of all activities undertaken by different
line Departments tailored for benefits of the village community.
15. To upgrade scientific knowledge of the village community and
familiarize them with the various details of the works being executed to
enable the community to minutely apply themselves to the task by ensuring
quality parameters being maintained together with cost effectiveness in
the implementation of the various developmental programmes under the aegis
of Rural Development Department.
16. To undertake steps necessary and expedient for the smooth
implementation of the various anti-poverty programmes and for devising
ways for ensuring the benefits optimally reaching out to the ultimate
beneficiaries.

The following are the broad features of DRDA Administration in conformity
with the guidelines of the Government of India:-

Organizational Structure of DRDAs:
Each District will have its own District Rural Development Agency. It
would be a society registered under a Societies Act with the following
wings and the staff structure :-
a- Project Management.

c- Women Wing:
d- Wage employment wing.
e- Watershed wing.
f- Engineering wing.
g- Accounts Wing.
h- Monitoring wing.
